If a consultancy suggests filing for H1B on your few interactions even without having work offer on hand, chances are that its just working with several of such candidates in hope that few get an offer on their own and then they would come in conveniently as a visa sponsorer and take their share from your yearly earnings.
University students, keep your other options as your priority as such companies care about just filing and playing the system and not honoring the efforts and qualifications of a candidate on his/her merits.
